Program for the 2004-2006 three year term

1. Globalisation and Eco-Development

Main goal of the program

To establish development policies and practices designed and implemented with the aim to reach a continental and global integration of the nations in a fair, cooperative-like and solidarity-based manner, ensuring both the social and economic rights of the nations and the process of overcoming inequities and injustices.

The Globalisation and Eco-Development program is based on three projects: (1) Debt and Trade; (2) Multilateral Financing Institutions and Public budget and adjustments; (3) Women and Economy. This is the work field of PACS on a large scale, which has been carried out since its creation in 1986. Besides focusing on a large scale sphere, PACS´ actions are directed to bringing down those large scale issues to a middle and small scale sphere by means of translating, in the language and vocabulary of the social movements, those complex concepts and processes which influence the daily life of the nations.

2. Socio-Economics and Solidarity-based Cooperation Networks

Main goal of the program

To create a Brazilian and worldwide society extracting its organizational principles from the dynamics of the Solidarity-based Cooperation Networks, built upon the values and practices of the Solidarity-based Socio-Economics on which the economic activity is organized, in order to assist in the human and social development and to ensure the importance of female and male workers under the leadership of a democratic and participative state.

Since 1996, PACS has been part of the Solidarity-based state movement in Rio de Janeiro, which discusses, educates, informs and strengthens production groups and formal and informal self-managed partnerships.

In order to improve the dynamics, potential and strength of the networks, forums, self-managed and solidarity-based movements will ensure the building up of a popular hegemony and the development of relationships based on such values and practices as cooperation, reciprocity and the sustainability of our Planet.

The idea is to boost the solidarity-based productive chains which allow workers, entrepreneurs and consumers to escape from the maze created by Capital and its derived crises. The movement has grown thanks to the sharing of experiences and the adaptation to each local reality. The larger the diversity gets, the greater the flow and feedback grow, that is to say, the stronger the chains become.

This program includes the following projects:

- spreading of the solidarity-based Socio-Economics

- developing and connecting Networks

- a reference centre for solidarity-based Socio-Economics

3. Self-Managed Development Practices

Main goal of the program

To help communities, undertakings and groups of people to become aware, get informed and be able to manage the development of their potential in an autonomous and self-managed manner, opening fields for intervention and intensifying such practices which involve transforming actions.

The program will favour the development of instruments capable of questioning the foundations that contribute to the increasing inequities of Brazil and of proving that it is possible to set up other kinds of political and economic relationships which will improve the life standard of the people involved. It is divided into two projects: "Eco-Development and Self-Management" and "Political and Cultural Citizenship".

In the "Eco-Development and Self-Management" project, the highlight is on the actions in the Solidarity-based Exchange Networks (SEN) and in the Popular Cooperative Forum (PCF) among other initiatives supported by PACS. Through the socio-economics viability effort and the support given to the planning of activities and to the groups, the intention is to influence their performances, aiming at the possibility of creating productive chains capable of expanding consumption and production, thus making a major change in their economic situation.

 The exchange system is also an important instrument that allows to question the role of money, the value of labour and accumulation, therefore trying to unveil the potential of groups and individuals and contribute to an increase of the economic and political power of local people.

The "Cultural and Political Citizenship" project will continue the actions of PACS in the region of Jacarepaguá, encouraging specially groups of young people to build Networks capable of promoting articulated cultural and political actions, through the use, among other resources, of available city-council budget and the development of the ability to critically analyse the effects of the Pan-American Games of 2007 which will be held in this region.

4. Institutional Development

To centre on PACS programs, administration and projects team that are important because of their working process and that act with great convergence and synergy.

Since 1999, PACS has invested in the internal strengthening of the team through: (1) a collective decision space -The Managing Collective-, (2) a space for the exchange, dialogue and collective study -the gathering - and (3) a reorganization of the administrative structure in order to help improve the relationship between Teams and Programs, thus allowing to focus on the results obtained. Since then, the consequences of this effort can be seen in the registry of activities and accountant books, in the certifications that have been granted and in the opinion of external auditors, all of which can be taken as signs of growing credibility, acknowledgement and transparency.

 By creating spaces for dialogue and collective decision, PACS has started a process of reflection that includes the acknowledgement of its practices, of its working philosophy, of its external image and of the need of its team to improve, by encouraging individual and collective training and self-training. These process and structure are in tune with the self-managing character of PACS as a Social Association, devoted to Socio-Economic research and advisory, to education and to the production of educational and information material.

 Since its creation, the program has been working as an essential support for all the activities of the institution and it is made up of four working areas: Management, Administration and Finances, Computing Science and Communication. Each of these areas interacts as a basic support structure for the other programs.
